The man has been named as Vincent Therond, 33, who was staying on Koh Lipe in the province of Satun, south of Phuket, with his wife.
The couple arrived at the Tarutao Cabana Resort on November 2 and intended to leave on Saturday, local police said.
After breakfast today Mr Therond chose to go snokelling alone in the water near the resort, police said.
His wife went for a nap in their bungalow, then wondered when she woke up what was keeping her husband so long.
She investigated, and found his body in the water. His torso bore the marks of a propeller, the Thai report said, without being specific about where Mr Therond had been hit.
A disproportionate number of French nationals have been killed in mishaps on holiday on or near Phuket over the past few months.
Two have drowned, one Frenchman was among four people killed in the Tiger Discotheque blaze in Patong - another was seriously burned - and a Frenchman was also killed by a boat while snorkelling off the island of Phi Phi in circumstances similar to Mr Therond.
Two Frenchmen also died after a motorcycle crash on the beach road in Karon on their first night of holiday on Phuket.
The only individual to have been named so far in an investigation into whether villas and resorts around a Phuket national park are being erected on stolen land is a Frenchman.
I can't imagine what the wife was feeling...RIP and strength to the family. Totally senseless. Not even high season yet.
