Taxi Reform Begins With End of Airport Groups

PHUKET: Serious reforms announced today will resolve the taxi chaos at Phuket International Airport and should begin the spread of metered taxis across all of Phuket.

Airports of Thailand has brought from Bangkok skilled staff with experience at Suvarnabhumi and Don Muang airports to transform taxi operations at the Phuket facility.

In a landmark day of change for Phuket:

..The old mess of limo and taxi groups paying rent and battling for customers will be replaced by a free system.

..Some taxis from Phuket's beaches will be allowed to pick up at the airport as a precursor to passenger calls and pickups extending across the island.

..Taxis will no longer be allowed to ''kidnap'' passengers for the extra commissions that a senior police officer said today were ''destroying tourism on Phuket.''

..Drivers who continue to offend by breaching the new rules will almost certainly be jailed if their ''nine lives'' are used up.

AoT appears to be keeping its promise by forgoing a large rental income from the taxis and has added an experienced team to straighten out the Phuket system.

A Department of Special Investigation representative was present today as the new arrangements were spelled out at a meeting at the airport, chaired by Vice Governor Jamleran Tipayapongtada.

Kanputt Mungklasiri, Executive Vice President, Deputy General Manager of Phuket International Airport (Operations and Maintenance Lines) is one of the new team at the Phuket facility.

He said metered taxis and limos - taxis without meters - would be able to begin registering for work at the airport from October 31.

''Vehicles must be 1950cc, no more than five years old and have insurance for the car, the driver and passengers,'' he said.

Of every 100 baht collected in fares, 15 baht would be passed back to the AoT to support the taxi management system.

At present under discussion was the following fare schedule for metered taxis: 50 baht for the first two km; 12 baht per km for 2km-15km; 10 baht for each km over 15km.

The system would be overseen by a committee of 15 members, including six from the AoT and others from Phuket province, police and Land Transport, plus taxi drivers.

There will be space for only 10 vehicles directly outside the airport terminals, with another 30 at a holding pen within the airport perimeter. The rest will queue outside.

Buses and minivans will also be reorganised in the same way. A hotline will be established to AoT for complaints.

There was some discussion about whether the total number of taxi and limo vehicles operating at the airport was 420 or 464. But it was said that 80 were available to add at peak times.

The representative from the metered cabs said it appeared unfair to expect metered cabs, which numbered 90 at present, to join the queue when they were used to paying rent for their existing prime position.

Phuket Land Transport department specialist Jaturong Keawkasisaid recommended that 100 taxis that could meet the required specification be allowed to bring passengers from karon and Patong - and pick up return pasengers from the airport.

''This will be the best way to introduce people to the concept of anywhere-on-the-island drop offs and pickups,'' he said.

The point was made that in a similar reform at Suvarnabhumi, some drivers continued to pay small fines and abuse the system until December last year, when a driver was sentenced to 45 days' jail for his ninth offence.

It apears the Suvarnabhumi system has run more smoothly since then, the meeting heard.

At thsi point the Director of the Thalang District said there were certain people who remained ''untouchable'' on Phuket.

''We would like to see you take action, not just speak,'' he said.

Sounds like a good plan, the only thing that is not mentioned is from when the plan will implemented fully ?, when will it work like this at the airport ? The only thing that is known is that cars will be able to start registering from the 31st of October.

It's not often I agree with Phuket authorities but this time I certainly do.

For all those who are in favor leniency, please take note of this:

Don't wait for the 9th offence, just implement the law, throw the first offenders into jail and the problem will be solved.

Law enforcement is way too lax on Phuket and people know this. With no real deterrent, they make a mockery of the law.

I assume there's a typo in the fare structure description because it seems confusing about what is charged after the 2 + 15km. Can you please double check, thanks.

This is looking good. It is going to stire the pot and rock the boat for sure. What comes out of the changes is still hanging in the air but hopefully it will gain the people that feed the tourist sector in Thailand - The Tourists. That means in short, low prices,ability and saftey.
This is looking very good indeed and a step in the right direction.
The minibusses are the ones that kidnap most of the tourists and take them to a booking agency. I hope every transport system in phuket are involved in the change for the better.

So how do these rates by meter compare to Suvarnabumi and DM rates? Anyone know?

rc,- In Bangkok they get 200 Baht for a 31Km ride. With the new suggested Phuket fare they will get Baht 366 for a 31Km ride.

Why should the taxi fare be many times higher than Bkk? Fuel is the same price across Thailand. Also if lpg its only 13baht per litre. So if the car does a pathetic 5km per litre. That's one huge profit for someone.

So technically if a driver takes a fare from Patong and is assured of a return fare he or she will charge 400 baht each way?!!!

Taxa fees in Bangkok were last time I checked, start fee 35 THB, pr km 5 THB, waiting time around 100 THB-hrs, this is activated when the taxi is stationary or moves very slowly. When you drive from the airport a 50THB fee is added. I often drive just about 30km to Sukhumvit, that cost around 190 THB + 50THB + toll way fees ... so with tollway then it comes to around 300 THB ... If you take a limo it will be around 900-1000THB and then tollway is included in the price. As the taxis generally have no baggage space (trunk filled with LPG bottle) then I only use them if I travel with hand baggage between meetings and only outside rush hours as taxis seem to be more prone to get stuck in traffic,,,,maybe due to the waiting fee...;-) .

When whom you know or what you are becomes more important than the law, it takes a few short steps toward a system of the hi so's vs everybody else. Come on police you can carry out the rule of law in this matter, if you wanted to.

Please all do remember that there are some quite high tollway charges in Bangkok to add to the basic fare. It depends on your route but can add 25-50% to your metered fare + 50 baht for airport pickup (which I never understood the logic).

In my constant approach with international tourists, they complain about taxi-tuktuks driving around the island. It is good to hear that a taxi reform is ongoing but most of these tourists have pick up/drop off already included in their package therefore only a small percentage of them use taxis from the airport. While authorities are focused on the airport, more and more tourists are subject to constant tuktuk rip offs and abuse around the island. In my opinion, tourists confidence will get worse if authorities spend too much time only focusing on airport issue.

Logic, The toll cost in BKK has nothing to do with the Taxi. All the toll cost goes to the Government to maintain the Highways. The additional cost at the airport is due to the Taxi get longer waiting time at the A/P. You have to compare apple and apple.
