Some headaches for the local police officers to seize the illegal samlo and trailer as well to find the wrongdoer(s).

Yes WB Samlors are illegal but you still have to register one and get a license for one to be used as a buisness selling food or other goods (TIT).

Totally seperate tinted windows are also illegal above a certain level that law was passed about fifteen to twenty years ago but never enforced.

Daily we do see twice everywhere 'trains' of jet skies going through town centers here on Phuket, passing by police stations. A complete lawles traffic disturbing circus. No law enforcement at all. But that is 'broken record' stuff.
However, a sam leaw towing a jet ski? Complete brainless madness.
Well, easy job for the police. When that tourist was not there it would not have happened.
