$20 million scandal: ''Fat Leonard'' Francis with an unnamed US Navy officer

Scandal of Wayward Playboy Who Scammed US Navy Claims Another Scalp

Sunday, April 26, 2015
PHUKET: The Glenn Defense Marine Asia scandal, which is linked to Phuket, continues to claim scalps of US Navy personnel with the latest a lieutenant commander.

He admitted accepting hotel accommodation, cash-stuffed envelopes and a prostitute in exchange for classified shipping schedules and other information.

Lt Cmdr Todd Dale Malaki, 44, who held positions in logistics and support for ships in Asia, twice accepted envelopes with $1500 and the services of a prostitute after visiting a karaoke in Malaysia.

He is the eighth person to plead guilty and will be sentenced on July 6 for conspiracy to commit bribery.

The CEO of Glenn Defense, ''Fat Leonard'' Francis, pleaded guilty to bribery in January.

He wanted US Navy vessels to be diverted to ports where he could overbill them for refuelling and reprovisioning, and Phuket and Port Klang in Malaysia were said to be the places where overbilling could be carried out with most ease.

As president and chief executive of Glenn Defense Marine Asia (GDMA), a firm that had won hundreds of millions of dollars worth of Navy contracts, Francis admitted in court that he had bribed ''scores'' of Navy personnel with cash, prostitutes, extravagant meals and other gifts.

Although the specifics of what happened in Phuket have yet to be revealed, it's highly likely that some locals will be implicated as the saga of the scandal in which Francis allegedly creamed off $20 million become known.

''Another Navy officer has now pleaded guilty and admitted to taking bribes to reveal classified military information to a major supplier,'' said Assistant Attorney General Leslie Caldwell.

''It is both troubling and disappointing how many Navy officers we have exposed as willingly falling prey to GDMA's corruption, and our investigation remains active and ongoing.''

One of the latest exposes on the case reports that Francis led an opulent lifestyle.

One of his Singapore homes is a 28,000-square-foot mansion at the end of a fancy street surrounded by similar compounds. Other houses in the area rent for $30,000 a month. The house is three stories high and Francis hired three maids to service it.

Francis threw Christmas parties so extravagant that it shut down traffic on his street. According to estimates from local newspapers, the cost of the decorations alone was at least $100,000 for a single party in 2010.

Prostitutes, Lady Gaga concert tickets, iPads - Fat Leonard showered his cronies with gifts so his company would keep husbanding Navy ships at inflated costs, according to the report at medium.com.

Time for a movie. I read the Pentagon supports army movies for free. Now you just need to rent that house for 30k and a karaoke bar.

When Phuket and Port Klang here can considered to be like heaven pirate nests (Fat Leonards ) one can make parallels to Nassau when there were no governor between 1703 and 1718. We have the same story all here: Politic, pirates, prostitutes, corruption, bribes, glamour and security risks. Who was the whistle blower? I would not be surprised if it was one of the working ladies involved as escorts. (Same role some ladies had in Old Nassau). Indeed this could make a movie where I could add some spices.
