Thailand hates people to view it negatively so has concocted a plan to raise them from Tier 3 to 2. If they actually cared about Humans they wouldn't have made it to Tier 3. They should be aiming for Tier 1.

Most countries on Tier 3 take three years to rise again. Proving Thailand is serious about trafficking will take some doing. Seminars won't achieve it. Arresting traffickers and those who cooperate with them will.
