In the meanwhile Frau Merkel's plan how to normalize Russia behavior has been leaked:
"Plan B:
If an agreement is not reached to cut off Russia completely from SWIFT, then SWIFT will begin to cut off Russian banks "involved in illegal activities" one at a time.
Such activities can be: money laundering, ties to criminal organizations, providing services to EU sanctioned entities in Donbas, business in Crimea, etc.
With nobody knowing which Russian banks will be hit next dealing with all Russian banks becomes a colossal risk. Investors will withdraw all their money from Russian banks, as will all Russian citizens and companies, Russian banks among themselves will stop trusting each other (I) and no bank in the world will deal with any Russian bank or company or person and risk having money stuck in the next sanctioned bank.
In short: in such a case the entire Russian financial world becomes a toxic risk to everyone and there will be a bank run, a stock market crash, massive capital flight, bank insolvencies by the ton, a brutal recession and likely a default of Russia itself.
But there is beauty in this: This wouldn't be "sanctions", this would be SWIFT just applying its rules a bit more stringent than usual."
