Thailand is the only country ( as far as I know) where police at road block stops you and give you a fine for ..no helmet, no insurance, no driving license..and than?? Off you go, you continue your drive, the ticket is a free pass for the rest of the day. Now a policeman, who did give a ticket to a tourist was a little hurt ( most was drama)by the same tourist he allowed to drive off again without driving license.
Next: demolition derby by another tourist, lot of damage, lucky no people wounded or killed.
Solution: Make a 'rule' that tourists go to nearest police station first for a check of their foreign driving licenss, if ok, than police give a 'ok for rental' paper ( charge probably 100 thb?). Only with that Phuket police paper rental companies are allowed to rent out cars/motorbikes. it is so simple. And it can save lives.

Untrue, Kurt. People without motorcycle licenses usually have the motorcycle impounded. There may be some leniency with tourists. The core problem is that people can hire cars and motorcycles simply by producing passports. The problems with passports are again being highlighted in serious ways by the Erawan bombing. The ease with which passports are handed over makes them easy to steal or copy. It's a national security issue that has yet to be pursued. You'd expect the opening of Region 8 HQ on Phuket to bring greater effort to control expat criminals especially.

As noted the motorbike or car is impounded but only a short time. It is held until the violator makes his or her way to the nearest Police station and pays the fine. The ticketed person makes his way back to the scene of the crime (ticketing) presents his receipt and is given the bike and keys back.In may cases at larger road blocks a group go Motorbike taxis are standing by to assistant you in your travels for a fee of course. The Chinese disaster is soon back on the road dangerous to all within striking distance of him.Thailand is a funny place.

I'm not making excuses for the police but most lower ranked police are paid a very low salary. They also must do the bidding of the officer ranks. They must buy their own uniforms, gun and equipment. They struggle as they can never a be a commissioned officer where the big money is made. This is why so many police end up working as bodyguards for wealthy people or work at nightclubs etc. The graft isn't always shared as was recently revealed on a police facebook site. Traffic police in particular have a pretty lousy job out in the fumes and in the rain. Many Police generals are multimillionaires and it becomes a bit of a joke when you see their asset declarations. Public servants with hundred of millions of baht. Who is going to investigate them? The police?

Isn't it time that the police started visiting those who rent out cars & motorbikes? They should be subjected to regulation & stringent rules. Any found hiring out to persons without proper license should be subjected to severe penalties - financial & jail time.

It would go a long way towards stopping this nonsense & sometimes carnage, assuming there is any real intent to do so?
