Why has it taken the Canadians so long to publish this report?
& why has there been such a cover up over so many deaths attributed to possible similar fatalities?

Coronial reports can only be published once autopsy research has been completed. Tests for poisons can be painstaking.
Thailand's Public Health Department did quite a good job trying to explain the Downtown inn deaths. Others in Thailand and Vietnam were not well explained.
The basic issue is lack of proper forensic techniques being applied fast enough. Fortunately the use of this deadly stuff in resorts and guesthouses appears to have ended.
