All the problems with jet-ski that they are unregulated : it is a task of the local Marine Office 5 to issue a general administrative orders in that field as no law regulates it, as well no law regulates in Thailand conduct near shores.
But.. for some unknown very well known reasons MO5 chosen to stay so well inert.
And those MO5 announcement that , say, jet-skis are prohibited e.g. on Surin beach, is complete BS, as there were never issued a single written general administrative order in respect of jetskis operations.
What is in place informal agreement, with an aid of MO5, that actually curbing competition, about split of beaches between jet-ski operators .
And, in the end, unless the Kingdom's law are changed, it will be found that tourists needs a driving licence for the craft, which they in most cases are lacking ( the Governor few months ago came publicly with his own interpretation of laws, that for such short rides no licence is needed...).
