He was opening a seminar at Phuket's Boat Lagoon marina for people to learn new safety standards through the island's Marine Office 5.
''All sea captains and crew must achieve a better education and become more service-minded to improve the protection of Phuket tourists,'' the governor said.
He was especially keen to impress on everyone the need to listen to weather forecasters and to stay in port if conditions appeared to be the slightest bit dangerous.
''If there is a warning, do not go out,'' he said. ''Don't put the money first. Safety is what counts.''
The Inter-Island Tourism Policy Forum gathers on Phuket from August 20-22. Representatives from the world's top island tourist destinations will be meeting, with marine safety high on the agenda.
