Prison conditions? Couldn't care less. In fact, use Phuket's lousy prison conditions as a model for the West. Effective deterrent for would-be criminals as they would think twice before commiting a crime. In fact, promote it through an advertising campaign with images such as the one in this article. It should be undesirable; that's the point.

Innocent prisoners on remand who have yet to face court share with killers, which means it's a training ground for crims. Not such a good idea, Paradise.
