Phuket Police Probe Japan Dive Tourist's Death

A YOUNG Japanese tourist was killed off the popular Phuket dive destination of Racha today when she was struck in the head by a boat propeller, police said.

The young woman was aged 22. Her companion on today's dive, a colleague, was helping with an ongoing investigation at Chalong Police Station this evening.

The dead diver's companion, a young man, does not speak English so officers were awaiting the arrival of a translator.

It is believed the fatal incident took place about noon on a western dive site off Racha, which is also known as Raya. About 10 divers were on the rented Kon-Tiki Phuket boat, making a regular Wednesday afternoon dive at the spot.

Details of the incident will become plainer with the completion of the police investigation but one person close to the dive company said it appears the divers surfaced just as the boat was reversing away from a coral reef.

The body of the young woman was taken to Vachira Hospital Phuket. Phuketwan has been given her name but is withholding publication until we can be certain her family has been informed.

On Friday, Governor Tri Augkaradacha is due to meet Japan's ambassador to Thailand to present him with a cheque for the millions of baht raised on Phuket to assist with relief for the victims of the March 11 earthquake and tsunami in Japan.

Surprised this does not happen more. As a former dive instructor I can attest to the fact that there is little or no training to boat staff. Condolences.

According to the new Thailand National Park Regulation, international diving regulations (TDA, CMAS, PADI, SSI, NAUI) and the standards of international rules for sea vessel international standarts, we may conclude that various regulations require:
- Moving boats of any kind must not exceeded 3 knots inside shoreline zone (International boating regulation: it is 300 meters).
- Moving boats of any kind must not exceeded 3 knots while approching coral reefs and moving on coral reefs.
- Moving boats of any kind must be off by 50 meter radius of any diving or snorkeling boat which has the international Alpha flag (Letter A: danger within 50 meters around the boat and must be clear off by any moving boat).
- Moving boats of any kind must be off by 50 meter radius of any diving or snorkeling boat which has the international diving flag (Red with a white line crossing the flag: danger within 50 meters around the boat and must be clear off by any moving boat).
- Moving boats of any kind must be off by 50 meter radius of any divers' surface buoy (Divers below).
- Large powered boats have to use a tender dinghy to drop-off and pick-up divers and snorkelers in snorkeling and diving area or on or nearby coral reefs.
- Any staff members involved in supervising the diving of visitors and/or leading a group of divers in the water must ensure full compliance with recognized scuba diving safety measures.
