The men were spotted breaking into a car parked at Tesco Lotus in Thalang and the person who spotted the incident relayed mobile camera footage quickly to Thalang Police Station.
As a result, two of the men - both Colombians - were arrested soon after. Officers are still pursuing the other two suspects, a Colombian and a Mexican.
Phuket Police Commander Major General Pachara Boonyasit told reporters at Phuket Provincial Hall that the four foreigners used a false Italian passport to hire a car in at Ao Nang in Krabi on Sunday before driving to Phuket.
About 6pm that day, Poramet Silason spotted them using a chisel to break into a car in the Thalang Tesco car park.
Police later arrested one man in Phuket and the other in Krabi. The other two men are still wanted.
The men escaped with about 49,500 baht's worth of goods, including an iPad and an iPhone, taken from the car of a woman whose children had left the items in school bags.
Being questioned by police are Jean Ortega Duarte, 21, and Daniel Guerrero Ariza, 28. Mr Ariza, who has confessed, met the Phuket media today.
TAT your department must be happy with joy. Tourist figures are up and your high class tousits are now breaking into cars. Further and further Phuket goes down the toilet, one big flush at a time.
