Phuket District, Village Chiefs Seek National Support in Reforms

PHUKET: More than 100 village and district chiefs are expected to join a meeting in a park opposite Phuket Provincial Hall today to protest at proposed electoral reforms.

Thailand's government is considering making all appointed positions in provinces such as Phuket elected positions, which would mean the village chiefs would need to stand for office regularly. At present, they can be appointed for life.

The Phuket gathering was expected to be mirrored elsewhere with meetings planned in provinces all around Thailand.

Somporn Tansakul, secretary of the Kamnan and Pooyai Baan Association of Phuket Province (district and village chiefs) said today: ''Decentralisation is a welcome development but we still need the help of big government from time to time.''

The meetings plan to present petitions to the provincial governors, who are also in danger of being replaced by elected representatives if the reforms proceed.

I wondered what happened to this law. Privilege needs to be removed as this is money for no reason.
If they are good at what they do, they have no problem to be re-elected but you only need to be worried if you have abused your position.

Gathering of more of five persons is still in force or not?
Because in that case, it looks to be against reforms by the Prime Minister and NCPO.

No wonder they don't like it- it will break up lucrative jobs for the boys for life and actually give motivated people a chance to be appointed instead.

You mean prestige status family connections' and born to rule classes will have to actually justify there positions and do things that benefit the population not our own pockets we protest.

The electoral reforms are truly social and political matters.
Kammans and Pooyai Band will be in charge to organize future elections at local and national levels and had, before the military coup-d'etat, been able to manipulate local folks for few hundred Baht per voter.

Opinions for reform suggestions are being encouraged so the village chiefs are entitled to express their opinions. It's impossible to know what kind of ''democracy'' will emerge post-coup.

I can totally understand, that appointed for life feels much better for the appointed one. But in a democracy it is always power given for only a little time. And good, if the governors will be voted too, as they will have a much better position in talking to Bangkok Central to get things done for the province. Voted by the people instead of being appointed by the central government. Less jobs to loot for the winning party of a new government, less problems in loosing the central government, as locally the parties can still hold places and powers. It works pretty well for Germany btw. Great idea. Decentralisation works best, when responsibilities are clear cut between local, province and central governments. Only some shared areas, mostly clear, who is responsible, where one can only give advice and the other decides or both have to agree. For example it would be good for each province to field their own police force. With only little special police forces left for Bangkok like an FBI and border police. Bring the police closer to its people.
And with their power to decide, they need taxes of their own to fund themselves independently from Bangkok. With a little transfer from the riches to the poor, but being able to have the means of their own.
Also a big plus is, that even though it is more expansive, it is like school for the politicians to earn their way to the big league in Bangkok, by proofing themselves capable of running a province and their bureaucrats and taxes, doing great in the minors first, before trying the whole country. It is like a filter for bad or incapable politicians and show offs.
