Phuket Crime: List of Expats Charged, and Victims

WHEN the Governor of Phuket meets Phuket's honorary consuls on Monday, the following list of expat arrests and expats who are victims of crime will be presented.

The year 2010 will be remembered mostly for the killing of a bar girl by American Ronald Fanelli, and the knifing of American DaShawn Longfellow, allegedly by British kick boxer Lee Aldhouse.

Fanelli, having been examined by psychiatrists and declared sane, has yet to go to trial. Extradition proceedings to bring Aldhouse back from Britain to stand trial are still underway.

A road rage altercation that led to the stabbing of German Wolf-Dieter Kesselheim saw his killer jailed for 13 years and four months before the year was over.

For the entire year, Phuket police recorded expats as perpetrators in 156 cases. They were victims on 28 occasions, officers say.

The latter portion of 2010 and the early weeks of 2011 have passed without murders involving expats as accused or victims. Only relatively minor crimes have been recorded, with a sprinkling of assaults and drug cases.

The laying of a charge does not suggest that the accused will be found guilty.

It is hoped that at some time in the future, as the reporting process by police becomes more complete, results of cases may also be published.

No disrespect to Phuket Wan, you do a great job. These figures are greatly diluted, at least in respect for what goes on in Patong. I think TAT may have some control over information.

Perhaps you could keep a tally of which countries' visitors and expats are charged the most per capita.

Given the number of Brits here, looks like we're pretty good boys.

I don't understand if these figures are referred to expats (residents) or foreigners in general, including tourists.

Police and all officials in Thailand, including embassies and honorary consuls, do not distinguish between tourists and expat residents. The only distinction is between Thais and those who need passports to stay in Thailand. As the police do not distinguish between overseas tourists and expat residents, we can't either. We've often explained the rationale for preferring the word 'expat' to 'foreign.' (And by the way, expat residents are no more law-abiding and just as likely or unlikely to commit crimes as tourists.) Earlier today, we told another reader who asked a similar question:

The word 'foreigner' is out of place in a 21st century world where people have the right to be almost everywhere on the planet. The use of the word encourages a backward nation-by-nation approach when globalisation, better transport and global media access have carried us all beyond that. We are based in Thailand but readers wherever they are wouldn't necessarily categorise themselves as 'foreigners.' Use of the word is small-town thinking. I don't consider myself to be a foreigner anywhere on this planet. Use of the word is anachronistic.

I live in Patong, probably not for much longer. I have witnessed far too much crime on a regular basis. I have been informed that the Tourist Police are under the command of TAT. Do you not find the figures surprisingly low.

The Tourism Police are not under the command of the TAT. Most incidents are handled by regular police.
