Phuket Councils to List All Illegal Tourist Accommodation in Governor's Crackdown

PHUKET: Businesses operating apartment blocks that are housing tourists but remain illegal face a series of investigations unless they register, Governor Jamleran Tipayapongtada warned this week.

The Erawan Shrine bombing in Bangkok that killed 20 tourists led to the realisation that criminals could be hiding out in apartments, the governor told a large meeting at Phuket Provincial Hall.

It was the first time that authorities and possible unregistered accommodation businesses had been at the same meeting.

''Thailand attracts many tourists but we don't know how many rooms there are to accommodate them on Phuket,'' he said. ''We don't know for certain who is flying in and out and whether criminals are involved.''

The governor said his aim was to have all security cameras from all accommodation on the island available in one spot, so that movements could be tracked if necessary on a daily basis.

''If something bad happens, who will control it?'' he said. ''We need this information.

He thanked all the resorts that were already registered and thanked in advance those unregistered accommodation places - especially apartments - that were about to sign on.

''We will soon have a list of the legal places and the illegal places,'' he said. ''I am asking all councils on the island to compile both.''

''Then when we have done that, we will bring authorities down from Bangkok to investigate one after another to make sure everyone joins the legal list.''

Oh dear. Metldown already. Keep it simple. This scheme is impossible and impractical. Transport and road safety education, and beach safety are the priorities in Phuket. Common knowledge isn't it?

Oh please...

Even on Bangla Rd. most of CCTVs are not operational - and that is Nr.1 spot where they had to.
And certainly no one watch them online - and there never be an idea to realistically do that.

Now,to make CCTV suppliers merry,the proposal and is to have CCTV at every accommodation and link it into a single circuit.
What about setting more realistic goals,and by priorities?

First,there is a need more police on patrol in the late evening - and,as it was documented,they ate not even always in their booth at the end of BangLa Rd.
The very same about traffic police enforcing speed limits,aggressive drivong etc.

Then in regard of accommodation registration,the very first priority is to finally register hotels with a province so that they found nslly start to pay 1% room tax - and half of the hotels are simply not registered (hotels,not guest houses!) - so,elephant is in the room, but we are still talking about petty details.

Then comes guest houses - I'm not sure what kind of registration with a province they should do;they are not subjected to province room tax.

And only then come apartments. It is unclear what kind of registration and when should be made - it is apparently with a province: to inform that apartment is oferred for rent? or has been rented out? all and every apartment..?
And lack of such registration/notification will make the signed rehtdv contract illegal? Really? Or just conduct of responsible persons?

May be someone has not noticed that airbnb business model is successfully spreading globally,there are some efforts to curb on that to limit damage to a traditional hotel business ,like outlawing shortterm rentals less than 30days (Newyork and not only), but that bus ness model is also about sporadic spontaneous renting out too.

That looks for me a kind of unfeasible both cost-wise and on operational level,and hence whether it will bring ng a desired effect.
Also it looks quite 1984-ish.

What about doing first simpler things and those that are long as ovedue,and only then embark on megaprojects?
Lack of success in implementation and continious enforcement of much smaller things is not very good starting points for megastuff destined as it seems for a Guiness book.

Ahhh we have seen this all before. Very old tactic. Suddenly make something that is petty and unsolvable into a "Top Priority", then we can spend all our time trying to resolve that - which means we have no time to solve the real problems such as Taxis, Jetskis, Sunbeds and property ownership scams.

You can see it now, after 12 months time we will have a report as to all the wonderful progress thats been made solving a non issue and all the real problems will be exactly as they are now.

I think someone has been watching old shows of "Yes, Minister"

Good move, this should have been done long ago to help in following ways:
1. This will be good for legally operated hotels, resorts, hostels etc to increase their share which they deserve
2. If tourists are gonna stay at legally run accommodation they are surely much safer
3. People with wrong intention to travel & stay at Phuket will be more alarming than ever before - again safer Phuket
4. Will help state economy to earn higher tax which they can utilize in infrastructure (hopefully)
5. Cut down of illegal accommodation business which is increasingly becoming nuisance to their neighbors and is increasing safety threat

I thought my answers were clearly inferred: Authorities need to focus their attention on issues that cause real concern amongst tourists, the lifeblood of the island. "Limited resources" is a well understood challenge in Phuket.

Much better to fix the serious issues first.
