PHUKET: Beach clearances continued at Nai Yang today with restaurant proprietors and the military engaging in a sometimes irritable exchange about the rights and wrongs of the demolitions.
At a meeting before some more restaurants fell, 15 people produced documents they said entitled them to use public parkland for their private businesses.
At Nai Yang, some of the beachfront restaurants have been operating in a series of concrete shells built for them by the local council.
As at all the beaches on Phuket where clearances have been ordered under the military, which took control in Thailand on May 22, encroachments have expanded in all directions.

People produced documents saying they have the right. Again, I don't understand this. It is either against the law or it is not. There should not be a "get out" clause such as, I have permissions from Mayor X. If you do, they that person who gave you the letter is breaking the law.
Can anyone explain how someone in authority has the power to break the law?
