People produced documents saying they have the right. Again, I don't understand this. It is either against the law or it is not. There should not be a "get out" clause such as, I have permissions from Mayor X. If you do, they that person who gave you the letter is breaking the law.
Can anyone explain how someone in authority has the power to break the law?
