ATM Scammers Reap 700,000 Baht in Fees

PHUKET: A surge in ATM skimmer scammers has forced banks on Phuket to more closely control the use of cards with the latest rip-off reaping 700,00 baht in bank fees for two Chinese fraudsters.

Tang Yongie, 39, and He Haibi, 24, were arrested yesterday along with Tem Bampenken, 23, at the BingBoom Shop in Vichit, south of Phuket City.

Police were tipped off by the Kasikorn Bank where officials noted an excessively high number of transactions taking place at the souvenir shop.

According to officers from Phuket City Police Station, the three men used a sales credit card reader to steal card owners' information and make repeated purchases that earned them the 700,000 baht in bank fees.

A total of 150,000 baht had been collected in cash before police raided the shop and arrested the men. All three were presented to the media in Phuket City today.

The scam was perpetrated between December 26-30, police said, with the Thai man promised five percent for his part in the frauds.

Other banks are believed to also be investigating allegations of scams, leading to tighter controls on use of some cards and temporary difficulties in replacing cards.

I am sure I am not alone, but I really hate these low lives who ruin so many people by stealing their hard earned cash. I hope they throw the book at them.

Don't worry, crimes against banks in Thailand carry very harsh sentences. They'll have long time to figure out where they went wrong. I'll help them - it was greed......

Something serious needs to happen, I know that twice in 2014 all SCB debit cards at least in Southern Phuket were cancelled and we were forced to get new ones. You can imagine the chaos at SCB Chalong with literally hundreds of customers lined up to get new cards. I don't pretend to know the answer, but surely the computer boffins must be able to combat this type of thing.

Thai cards do not always have chips therefore only rely on magnetic strips to read the information. This is very easy to copy. There were plans announced that all Thai cards would have to have chips in them I think within 2 years. Sad to say but I never keep any money in my ATM account, I transfer it online and drive straight to the ATM. Banks offer text notification in many cases but I have read stories it is hard to get your money back. Example if you only have an ATM card (not Visa debit) then you are presumably not covered by Visa rules. You have a Visa card and use it.....cloned.....my advise is only use like I do above.

http://en.wikipedia.org/wiki/EMV note that Thailand and some other countries do not shift liability until Oct 2017. Therefore after that point the ATM owner or POS terminal owner will be liable not the card issuer. This is an incentive for banks in Thailand etc to upgrade as they will be liable for many cases of fraud in this country after that date unless they can bring down the figure.
