Phang Nga Governor Warns That Sunbeds on the Beach Could Bring Arrests

PHUKET: Phuket is not the only Andaman province struggling to come to terms with rules that ban sunbeds and umbrellas from public beaches. Phang Nga Governor Pakkapong Tawipat has warned restaurants and resorts on Cape Pakarang and in Khao Lak that they will have two warnings then the third transgression will bring arrests.

The governor has warned restaurants and resorts. Does this mean that he is implying that the general public is exempt from the umbrella and sunbed ban ?
