A bananaboat adventure ride float was anchored offshore, also waiting for customers.
Surin is supposed to be free of jet-skis and parasailers but jet-skis have operated there for years with impunity.
The rules are supposed to be enforced by Phuket's Marine Office 5.
With Phuket's new cleared beaches stretching out with no sunbeds or umbrellas on them, more parasailers may take the opportunity to make money with all that public space.
Jet-ski operators are not allowed to park on the sands at any Phuket beaches, Royal Thai Navy 3 Commander Vice Admiral Saiyan Prasongsomret said on Tuesday.
It is believed the same ruling would also apply to parasail speedboats, which have crews organising takeoffs and landings on Phuket beaches, especially at Patong.
As Phuketwan first reported on Wednesday, a public meeting at Patong Council offices next Monday may decide whether jet-skis and parasail speedboats have a future on Phuket.
Patong Mayor Chalermlak Kebsub says that the Kathu District Chief, Phuket Marine Office 5, residents, and representatives from jet-skis and parasail speedboats would attend the gathering at 10am.
Phuket authorities met at Phuket Provincial Hall today and decided to coordinate teams who will patrol the beaches to enforce the rules.
Each team is likely to include representatives from the Army, the Navy, local police and municipal officers.
One concern is that efforts are likely to be made quite often by vendors to return to Phuket's beaches as the high season approaches.
Tourists who have not read about the removal of sunbeds and umbrellas are likely to ask where they've gone.
