The round-shaped dolphinarium, near Phuket Zoo, off Chao Fa Road East, appears to be complete and awaiting only its star attractions to begin performances.
However, a strong campaign by environmentalists has led to Thai authorities more closely examining the venture.
The environmentalists say that shows involving dolphins are being closed down in other parts of the world, although massive numbers still attend performances at the most popular outlets.
Whether the dolphinarium is granted permission to operate is seen by many as a test of whether Phuket is a forward-thinking tourist destination, aiming to align with nature, or still stuck in the 20th century with out-of-date ideas that will quickly lose their appeal as tourists' tastes change.
A Phuketwan reporter was refused permission to enter the site this morning.
