Jose Luis Sanchez, 42, is the highest-ranking official to plead the guilty in the case, which rocked the Navy when the first charges were filed in 2013.
He faces a maximum penalty of 20 years in prison when he is sentenced March 27, reports Associated Press.
Several more US Navy officers face charges in the Glenn Defense Marine Asia case. The Singapore-based CEO of the company, Leonard Glenn Francis - known as ''Fat Leonard'' - is being held in custody over allegedly offering luxury travel, prostitutes and other bribes to Navy officers in exchange for confidential information.
Glenn allegedly overbilled the Navy by more than $20 million between 2009 and 2013, when he was arrested.
Phuket and the Malaysian destination of Port Klang were the two places that Glenn was said to prefer to reload and reprovision US Navy vessels because the deceptions were easy to achieve there.
No details have been released yet about precisely how the alleged scams worked on Phuket. Francis has pleaded not guilty.
Sanchez is the fifth person to plead guilty in the case and the second Navy official.
