PHUKET: Meteorological officials said a flood that covered an area around Phuket City's Tesco Lotus intersection, where an underpass is being dug, was caused by blocked drains, not the scale of today's downpour.

This intersection has always been plagued by flooding waters. Even with the new "blocked" drains, still no good. What is going to happen where the underpass opens and all this water ends up inside it... waterpark 'n ride?

No anticipating actions of check & clean of drains ??

how about changing the headline to read.."Flood That Drowns Phuket Intersection Caused by the Usual Inefficiancy that exists here."
