Phuket Property Probe: Pursue the Guilty, Says 'Demolisher'

PHUKET: Sticking to his guns, Damrong ''The Demolisher'' Pidech provided a list of valuable Phuket property projects today that he said encroached on public parkland.

And the Director General of the Department of National Parks, Wildlife and Plant Conservation added that he believed the battle to reclaim Phuket public parkland would continue.

On Thursday, he aims to set up 366 teams, each of six staff, to check the land titles for 379 suspicious plots covering 3640 rai.

''I believe my successor in this job will continue the good work and that Phuket will become the first place in Thailand to reclaim public land,'' he said.

''Phuket will become a model for action in other parts of Thailand.''

Khun Damrung goes into retirement on Sunday having made himself famous for assiduously pursuing the resorts and developments that border Phuket's Sirinath National Park.

Today the reports of the investigating teams were tallied and few of the projects escaped.

Khun Damrung said that in most cases, nine people were involved in the chain of giving approval to fake or flying land title deeds, and that they all should be pursued.

He said the Phuket cases highlighted involvement by Forests Department officers, by Land Titles officers, by local village heads and by governors or vice governors.

Anti-corruption officials would be provided with the names of the alleged wrong-doers, he said.

The next step would be for the Land Titles Office to cancel the titles.

A case for prosecution would be made in the courts, followed by the arrest of those involved.

Officers of the Department of National Parks, Wildlife and Plant Conservation can certainly detect breaches, but only police can pursue the cases now.

In his scheme to pursue the 379 remaining suspicious plots covering 3640 rai on Phuket, Khun Damrung hopes to train each of the investigating teams to learn the skills of how to detect the fake and flying land titles first.

Twelve Phuket Projects Initially Being Investigated


1. Phuket Peninsular Spa & Resort Co.Ltd Under investigation: five rai out of 10 rai. Cost: one billion baht, 74 room resort now on the site but closed after protest by locals about the use of a public road allegedly as a private road. On August 28, reported to Thachatchai Police Station's Lieutenant Rassade Kluengwong. Investigation team from Sriracha province. Head of investigation: Itthisak Teawting.

Today's Update Land title for 5.2 rai should be cancelled.

2. Landstate Co.Ltd. (Bangtao Beach Resort) Under investigation: more than five rai from a total of 99 rai. On September 5, reported to Cherg Talay Police Station's Lieutenant Yossaphat Suwannasith. Investigation team from Nakhosrithammarat. Head of investigation: Wigran Tuaduaw.

Today's Update Land title for 99 rai should be cancelled.

3. La Colline Villa Development Company. Under investigation: more than nine rai from 20 rai. On August 31, reported to Cherng Talay Police Station with Pol.Lt Yossaphat Suwannasith. Investigation team from Phrae province.

Today's Update Land title for 20.3 rai should be cancelled.

4. Pullman Phuket Arcadia Naithon Beach. Alleged flying Nor Sor 3 land title. Property ownership papers have been reported to
Tachatchai Police Station. Investigating team from Department of National Parks and Wildlife and Plant Conservation.

Today's Update Land title for 34.6 rai should be cancelled.

5. Suree Samlit Co.Ltd been reported to Tachatchai Police Station. Investigating team from Khon Kaen.

Today's Update Land title for 43 rai should be cancelled.

6. Central & City Development Co.Ltd (Centra Grand West Sand Resort & Villas Phuket). Investigating team from Surat Thani.

Today's Update Referred to Forests Department for further checks.

7. Cape International Under investigation: more than half a rai, seven million baht cost. Investigating team from Songkhla.

Today's Update Land title for 0.5 rai should be cancelled.

8. Andaman White Beach Resort. Investigation team from Nakornratchasima.

Today's Update Land title for 96.2 rai referred to Forests Department. Not part of Sirinath National Park.

9. Pavilions Beach Resort Co.Ltd (Imperial Adamas Beach Resort). Investigating team from Phitsanulok.

Today's Update Land title for 25.2 rai should be cancelled.

10. Layan Phuket Co.Ltd. (Bundarika Villas & Suites Phuket) Investigating team from Tak.

Today's Update Land title for 17.3 rai should be cancelled.

11. Three Dolphins Company Limited (Trisara Resort) Alleged flying Nor Sor 3 over 140 rai from 200 rai. Investigating team from Chiang Mai and Department of National Parks and Wildlife and Plant Conservation. Head of team: Sermyos Somman.

Today's Update Land title for 121 rai should be cancelled.

12. Bernard Gauthier. On August 26, reported to Cherng Talay Police Station's Lieutenant Yossaphat Suwannasith. More than three rai from seven rai. Investigating team from Chiang Mai and Department of National Parks and Wildlife and Plant Conservation. Head of team: Sermyos Somman.

Today's Update Land title for 7.1 rai subject to further checks.

This department completely fails to protect wildlife and allegedly persecutes foreign animal protection workers. This aggression will not stand. They can bully small and weak people but we shall fiercely defend nature and wildlife. Money and profits are temporal and fleeting but reality and humanity are real and immutable.

There must be an email address to report irregularities and pictures proving it to the PACC, Only the number off the hotline from PACC (1206) is mentioned once and a while. I can't find an email address (with Google) and also the PACC website is only in Thai without mentioning any email-address. PLEASE make this email-address PUBLIC.
