Phuket Taxi Mafia Abused Us, Would-Be Russian Cab Drivers Told Police, Embassy

PHUKET: Russians have been trying to set up an illegal taxi rank in Cherng Talay, one of Phuket's five-star districts, senior Phuket officials were told today.

The Russian taxi drivers went to local police soon after, complaining that they had been abused by Thai taxi drivers and were in physical danger, Vice Governor Jamleran Tipayapongtada was told.

The Russians also complained to their embassy about ''the big Phuket taxi mafia,'' the vice governor heard.

But the envoys and police were unable to intervene so the Russians - who argued that they spoke the same language as Russian customers - eventually gave up.

Vice Governor Jamleran visited taxi ranks in the seven-resort Laguna Phuket complex today, talking to drivers at the canal Village and Angsana Resort queues.

There were 28 taxis at the ranks, and more than 10 ranks within Laguna. All had joined the move to legalise and improve Phuket's taxis, the vice governor was told.

Angsana taxi leader Wilas Kaviket said that the move to legitimise taxis was working well at Laguna Phuket, where the role had become a fulltime job rather than part time.

''We have reached agreement with the hotels on fares,'' Khun Wilas said. ''If we have language problems with a customer, the hotels help.''

The drivers all have uniforms and understand the need for high standards of service, he said.

The move to tame Phuket's taxis and tuk-tuks has been one of the big themes of 2012, with Phuket Land Transport Office Director, Terayoot Prasertphol, being judged the Phuketwan Phuket Person of the Year.

Deputy Phuket Land Transport Director Jaturong Keawkasi said today on the visit with Vice Governor Jamleran that IDs for taxis on display in all vehicles had brought a favorable reaction.

Codes with ID on the vehicles enabled drivers to know immediately which rank a taxi was from.

Khun Jaturong said that tuk-tuks appeared to now be charging people more than the basic fare of 200 baht for a loop of Patong, sometimes asking 400 baht or 500 baht.

Now that the taxis were on the way to being legitimised, the Land Transport office aimed to carry the concept of registration and quality service to Phuket's tuk-tuks from February, he said.

Around that time, new bus services are due to be announced between Phuket International Airport and Phuket's west and south.

Russians as taxi drivers ? What is next. Has not anybody told them that driving any vehicle in Thailand for gain is strictly forbidden for foreigners?

Well I'm not surprised. This really must not happen as Thais need some work, and I'm sad to say the Russians are taking over everything here in Cherng Talay.They should really try and blend in with other tourists. I don't speak Thai but manage to live and get around.

@Guenter Bellach: if a Russian is employed as a taxi driver for a hotel or a agency tour, holding a regular work permit, what's the problem?

Would love to hear why.

That said, if the local taxi and tuk-tuk mafia think they can keep on committing daylight robbery on tourists with their outrageous charges without intevention from someone, they are in for a surprise.

Russians are much tougher than locals and have no fear of the police. You can't intimidate them like others and if you try, just wait until they bring their own troops in.

Russian Mafia has a strong foothold in Pattaya and locals keep well clear of them.

If the police lets one group of people get away with illegal action, other criminal elements will eventually try to get their share.

In my opinion Phuket Police is to blame for letting things get out of hand and I expect zero effort from them to solve it.

@Coralie: the problem is that a foreigner may not be able to obtain a work permit as a driver...there are legal restrictions reserving certain occupations to Thai people only.

I guess the first problem would be that it would be absolutely IMPOSSIBLE to get a work permit for driving a taxi. You see, all work permits are very specific as to what kind of work it allows. There is no such thing as a "general" work permit that allows all kinds of work. And since working as a driver is one of the protected occupations here in Thailand, a Russian, or any foreigner for that matter, could never ever get a work permit for driving a taxi.

Drive in to bang tao from amora to best western only thai/russian advertising, bring back the advertising in thai and english, russians are operating fron restaurants to travel agencies with russian staff who has no workpermit and they pay every month the local police to close the eyes. Wondering that they are trying to take over the taxi business from Thai people ? KIck out the russians and welcome tourists who behave, as russians have no education and will never adjust.Thai people stand up again the russian invasion before it is to late

The problem originates from the fact that the authorities are unable to organize proper public transportation...just another episode in this matter...if you want quality tourism then you must take care of your guests...finally it will all fall apart...no doubt.

Guenter, as much that is is not legal to drive a taxi as a foreigner, where did you see or read that you can not drive a vehicle as a foreigner?

To be honest, I don't really believe this story about Russian taxi drivers, instead I think that it's more of the local taxi drivers complaining about the loss of business to Russian contracted tour companies (such as Pegast etc), as is happening in Kata/Karon.

The Russians are already here and won't be going anywhere fast. They will take any business they can and have the money to do it. They will do whatever they want as they have the money to pay to do it.
The downfall of Phuket has begun, either like it or lump it.

it smells a bit patriotism on your comments, if Thais one day will learn how to speak Russian the life will be more easy for every body, like or not we need their business and they are not going to go any where since most of them doing legal business and paying taxes, not like some of the locals under table ;) we should be honest to our self first before blaming the others.
