The scheme is the idea of Colonel Wanchai Eakpornpit, the Superintendent of Phuket City Police Station, whose helmet safety campaign strategy is now being adopted across Thailand.
Under his new idea to help Phuket police cope with low manning levels, volunteers will be asked to sign up as ''I Am a Camera'' force members and assigned code identities.
When one of the volunteers spots a suspicious happening, he or she will call a central telephone number, give their code and report the event. If the sighting is considered serious, a police motorcycle patrol will be dispatched immediately.
''We need new ideas to improve policing around the clock, but especially at night,'' Colonel Wanchai told Phuketwan yesterday. Talks on the introduction of the scheme are to begin next week, he said.
Colonel Wanchai's strategy for helmet safety has been adopted by the Public Health department nationally. It will spread from Phuket City to all of Phuket from January 1, with plans for 300,000 free helmets to be introduced on the island and in Bangkok and Nakhon Si Thammarat.

Will the volunteers be covered by gov't insurance? Surely it won't be long before a volunteer pokes his nose into some criminal's business, then gets his nose savagely beaten by said criminal.
Unless these volunteers have such protection and safety nets in place, this is a foolish and selfish plan that will put "volunteers" into the category of "foolish victims".
