Phuket Expat Crimes: Police List Accused, Victims

PHUKET police say 124 expats have been involved in criminal activities on the island in the year to August 17 so far. The charges range from misdemeanors to murder.

Another 24 expats have been named by police as victims of crimes, sometimes crimes committed by other expats. Only four names have been added to the list of victims since May. But Phuketwan believes there are at least two more victims, and perhaps others, that have not been included.

There were 84 expats listed as charged with crimes between January 1 and April 22. Only 40 names have been added to the updated list. This means that if crime is surging on Phuket in general, according to the police statistics it appears to be mostly disconnected from expats.

However, appearances may be deceptive. Phuketwan has reported two cases involving bag-snatchings committed on expat tourists at Kata-Karon that have not been recorded.

One of the cases was reported extensively at the time in the Swedish press. As a result of these omissions, we are unable to say whether other cases have gone unrecorded.

There are occasional headline exceptions that may make Phuket seem less safe than it actually is for tourists and expat residents. The latest case in that category is an expat-on-expat murder, allegedly committed by Englishman Lee Aldhouse, whom police say stabbed to death former US Marine Dashawn Longfellow on August 14.

As there has been no arrest, the Longfellow murder is not listed below. These lists, with the separately-published list of expat deaths on Phuket so far this year, will be handed to as many as 22 honorary consuls and embassy representatives when they meet with Phuket Governor Wichai Praisa-ngob and other Phuket leaders at Provincial Hall in Phuket City on Monday.

It's the third quarterly gathering, with Phuket's ''mini-United Nations'' summit growing in significance on each occasion. Thailand's Foreign Ministry will be sending a delegation to attend Monday's third innovative meeting.

Provision of the lists by Phuket police is a sign of the willingness for greater transparency in cases that affect expats. (Note that Phuketwan cannot tell which cases involve expat residents and which involve tourists because police do not separate cases in that fashion. Thais form one group, all passport holders the other.)

The two bag-snatch cases that have gone unrecorded involved a violent knife-slash on Swede Emelia Andersson at Karon on May 6 and a non-violent theft from Russian Olga Ivanova a few days later.

So far the quarterly meetings have brought a refreshing open forum for expressing needs and ideas that can only serve to promote Phuket's future as an international tourism destination. It's a two-way exchange of information that may eventually be open to the public.

When the list was volunteered by Phuket police for the first time back in May at the second meeting, it sparked the comment that drunkenness and assaults seemed to be the predominant feature of involvement with the law for expat holidaymakers on Phuket. Drugs, petty theft and fraud are in the mix, too.

Holidaymakers who assume they can ignore local culture and local laws do so at their peril, as Phuket's honorary consuls have often noted.

Some of the cases listed have yet to be concluded, and in some cases, the people who have been accused deny their guilt. The penalties in the resolved cases are not known.

I'm sorry but the idea of trying to collect accurate crime data here in Thailand is impossible due to the nature in which the police operate.

The fact you've changed your moniker indicates that you're a bit concerned about this stuff. So are we. We try not to publish unsubstantiated claims. No doubt there probably are unsavory incidents sometimes on Phuket - just as there are everywhere. But without statutory declarations and real names, there's little point in dwelling on them. Police transparency is to be encouraged. All transparency is to be encouraged.

Just as an aside, we've had complaints that your original moniker may be taken as an insult by some of our readers. Can you settle for your new one, please?

Lots of arrests, but what about fines, trials, convictions (or otherwise) and sentencing? And who could supply the info? Min of Justice?

Dealing with domestic issues is as difficult in Thailand as it is in other countries. Family Court matters are not on the list, unless there's a criminal charge involved.

Rape is a crime in Thailand, whether it is spousal or not. The law was changed in 2007.

Nobody is arguing that rape is not a crime but until a charge is laid, the matter won't appear on a list of accusations against expats, or the list of expat victims.
