Governor Maitree Intrusud, Phuket Provincial Administrative Organisation President Paiboon Upatising and Kathu District Chief Veera Kerdsirimongkol were beginning to tire of the tour when an official said: ''Just one more site.''
And at the Patong Wastewater Treatment Plant, the man in the dark hat emerged to meet them: Stood-down Patong Mayor Pian Keesin.
While there was some hesitancy on the part of the officials, it was explained that Khun Keesin was acing in a private capacity, not as the stood-down mayor.
He went on to give them an explanation of how the water treatment plant worked.
Earlier, touring canals that flood near Patong Hospital, Kathu Police Station and other sites, the official party saw plenty of construction work still taking place above existing canals.
In some cases, pipes have been placed under the canal cnstruction to allow some water to flow through. But the pipes never seem to have the capacity to deal with excessive flows of runoff the way that the canals once did.
As a result, Patong's reputation has suffered because it is subjected to regular flooding when the canals overflow.
Khun Pian has been stood down as mayor pending a court verdict on an electoral challenge over his election last year.
The stories we are expected to believe, khun Keesin acting in a private capacity, is the water treatment plant privately owned?
