I took the HKT-MNL flight on Tiger Air 3 times, 2 of the flights cost just Bt 1040 incl all fees and taxes, return.

Highest passenger load I saw was 47 and one leg had just 9 PAX.

It's a shame it did not pick up but it's not entirely true there's no demand. Cebu Pacific is doing fine with their HKT-MNL route. Filipinos in general prefer CP.
