Khun Thaworn said that a disaster such as the Santika fire that killed 66 in Bangkok on New Year's Eve 2009 would quickly destroy Phuket's reputation.
He told the audience of 250 club owners and staff at the Royal Phuket City Hotel that he had inspected one Phuket nightclub and been told the safety exit was always locked, and that the owner, who was not on the premises, kept the key.
Khun Thaworn rejected a suggestion that some Phuket establishments should be allowed to open until 5am, making the point that such a move would seriously impact on others living and working in and around the nightspots.
He said there were 313 bars and nightspots registered on Phuket, but probably four time that number operating illegally.
While some tourists liked loud music, the majority did not, he said.
