The man was being interviewed at Chalong police station in southern Phuket.
Attendant ''Song'' Saengtong said the two young women from the Centara Grand in Karon came to Nai Harn for a swim and rented two of his beach lounges, putting their possessions on plastic tables.
''About 10.30 I saw this young expat come along, sit on one of the lounges and then take out a camera,'' Khun Song said. ''I knew it was not his bag, so I took off after him, with some others.''
The man was apprehended in the casuarina trees that surround the beach carpark, then escorted to the police station.
''Occasionally there are thefts at the beach,'' Khun Song said. ''Sometimes locals are accused. But every time we have looked at security camera footage, the thieves have been westerners.
''We do our best to take care of peoples' possessions when they come for a swim, but on crowded busy days, it's not always easy to have your eyes in the right place at the right time.''
