The maximum allowed response time for rescue crews at ICAO approved airports is 90 seconds. In this time they have to be able to reach any place within the airport compound.

This was clearly not the case in Phuket.

In a fire the speed and quality of the rescue response is crucial.

A fact overlooked by many is that just 3 weeks before this accident they had a fire drill at HKT airport which presented the rescue crews with precisely this kind of scenario.

Despite having refreshed their skills just 3 weeks before, they failed to respond in the stipulated time and in a professional way.

As a consequence many who might have been rescued, died instead.
