The Holiday Inn Resort, still under construction beyond the billabong

Phuket Corruption Probe on Holiday Inn Road

SENIOR officials from Bangkok today examined a local Phuket road built with a local council budget of 28 million baht that cuts across a billabong and services only two Phuket beach resorts, including a Holiday Inn.

The development is a threat to a rare pikehead species of fish, (Luciocephalus pulche) and the benefits to the local community of the road and an additional powerline at a cost of 1.9 million baht, are non-existent.

One establishment at the northern beach of Mai Khao, the Piraya Resort, is already open, while the Holiday Inn, which could be up to 400 rooms, remains under construction. The new road ends at the entrance to the Holiday Inn.

Police Major General Krirk Kalayanamitr, Deputy Chairman of the Standing Committee on Anti-Corruption and Good Governance of The Senate, said the issue of environmental damage and possible corruption had been first raised 18 months ago and was still being examined.

''The road is two-and-a-half kilometres, and it has already been damaged by large trucks,'' he said. ''This road cuts a natural billabong in half. Now we can see bad water from the construction being piped into the billabong.

''There is also garbage from construction in the billabong. The really sad things is,'' he said, ''there is a species of fish with a long snout that is the only one of its kind, and this billabong is its only habitat on Phuket.

''It's an important Phuket wilderness area.''

Three local houses are at one end of the road that continues another 2.5 kilometres to the resorts.

Major General Krirk said he could not understand why the then Governor of Phuket, the Director of Thalang District, the Natural Resources and Environment Department of Phuket, and the Mai Khao orbortor council passed this project with no environmental assessment investigation of any kind.

''Did they know that this billabong was unique and needed to be saved for the next generation?'' he asked. ''I can't see any benefits whatsoever for the local people here, yet 28 million baht has been spent on the road.

''There must be something wrong.''

Corruption is at a higher level in Thailand compared to other parts of the world and other Asean countries, he said.

The major general says he will raise the issue of the Phuket billabong in Bangkok and take it further.

''Everyone knows Phuket's environment has been seriously damaged by people who have the money to pay,'' he said. ''I hope one day the people who have the power make decisions based on the real needs of Phuket and its future generations.''

I'm so happy to see Bangkok is paying more attention to the corruption going on in the provinces, especially when the environment is at risk. Let's see how the Holiday Inn and the other properties involved are willing to pay attention to such important issues such as the saving of endangered fish species with the long snout (shame nobody knows it's true name). and yes Stuart, he did say Billabong, anything wrong with that?

It is unfair to emphasise the name Holiday Inn. HI is an operating unit of the Intercontinental Hotels Group. IHG is a hotel franchise and management company with only a few owned assets. It enters into franchise and badging relationships with various investors. (moderated) IHG has a "Green Engage" strategy that does not allow for the allegations made. It tries to be a responsible company when it comes to the environment. All it takes is one phone call to the IHG HQ in the UK or to the regional HQ in Singapore and the issue can be quickly resolved. No one seems to have done that. IHG has the right to pull its brand from the location and it would no longer benefit from being a franchise holder.

Knowingly or unknowingly, Holiday Inn has had a long association with this site. The name on the signs in English near the project is 'Holiday Inn.' One of the prime beneficiaries, once the resort is completed and opened, will be Holiday Inn. It's too early to jump to conclusions, but it certainly appears as though this project does not measure up to Holiday Inn's or IHG's stated ideals of protecting environments. You say that IHG's strategy prevents environmental abuses. We would welcome a statement from Holiday Inn or IHG offering their viewpoint on this Phuket tragedy. Pulling the brand at this stage would not ''quickly resolve'' anything.

The area is called Phru Jik and is not a billabong. It is a peat swamp and if you search Google for the following terms you will see that it's an area of national importance and should be protected:

jik peat swamp
jik forest phuket
Phru Jik

Another new road is currently under construction which will probably not benefit the local people either.
Some good photos from Phuketwan but you have missed the block of toilets by the 'local taxi' hut. They are built right on the edge of the water where the human waste will end up polluting the lake. There is also a large waste pipe running under the road into the lake and coming from the resorts mentioned in the article.

Everyday the hundreds of workers from the construction site walk along the path and throw rubbish into the water on the way to their 'accommodation' (Squaliday Inn?)

Some are also wading in the lake and fishing with nets so it's unlikely that much wildlife will survive there for much longer.

Despite its fragmented state the Mai Khao peatland is registered as being of national importance. Unfortunately it has not been given protected status, although the whole of Phuket island has been a declared an ''environmental protection area'' by the Ministry of Natural Resources and Environment since 2003.

The latest threat to Mai Khao peatland occured at Phru Jik, which is the most fertile of the remaining fragments. The Ban Mai Khao Tambon Administration Organisation (TAO) built a road in the area, and this led to a proposed hotel construction site close to the beach. At pains to defend the fragile natural resource, National Environment Board (NEB) officials explained that the peatland is classified as of national importance, and is also located in an environmental protection zone. Therefore, said the NEB, before any activities are commenced there must be an environmental impact assessment (EIA).

The TAO claims this is unnecessary because the Department of Irrigation Department did an EIA when it built an earthen dyke there many years ago.

Following complaints from community members about the proposed hotel construction, several parliamentary committees visited the area and met with local authorities to try and solve the problem. Besides the environmental issues, locals allege that there is corruption involved. They are upset that the TAO spent as much as 28 million baht for the 1.5-kilometre road, which does not serve local communities.

One official said the TAO ''just ignores the rules and regulations. We hope that the communities will file a suit against the TAO with the Administrative Court.''


Given the good reputation that Holiday Inn and its parent company seek to maintain, this hardly seems their sort of preferred site. Yet it's equally hard to imagine them acting in ignorance. You can bet that whichever brand goes on it, the resort will be marketed as a ''pristine natural delight.''
