Royal Thai Navy to Play More Active Role in Battling 'Mafia,' Clearing Beaches

PHUKET: Royal Thai Navy 3 is to play a more active role in cracking down on Phuket's ''mafia,'' especially where alleged encroachment has occurred at Sirinath National Park.

The role of the service in guarding Phuket, Ranong, Phang Nga, Krabi, Satun and Trang will be stepped up and focussed on illegal migrants, drugs and war weapons, attacks on public land, attacks on small islands off the Andaman coast and people destroying the environment at sea.

''Mafia'' sometimes act with the knowledge of local authorities, the Navy believes.

The upgrading of the Navy's enforcement role was revealed at a meeting on June 13 with Phuket administrators, Marine Office 5, the Forests Department, the Fisheries Department, Coastal Resources and the Phuket Marine Biological Centre.

Since then, Navy personnel have been sighted on Phuket's beaches enforcing the clearance order from the National Peace and Order Council, which has been running Thailand since the military takeover on May 22.

Beach loungers, umbrellas and commercial activities are set to disappear from all of Phuket's beaches over the next couple of days.

Phuketwan has always advocated the use of the Royal Thai Navy to better care for all of Phuket's beaches under a Phuket Beach Authority that would remove local councils from their confusing roles.

An annual public auction of all space being used for beach clubs and restaurants would generate funds to maintain and preserve the beaches.

There is no Mafia on Phuket. Everybody misuses the word, which is why it's in quotation marks.

Diving operators and snorkeling tour companies would be happy to see the Thai Navy to be very active to stop illegal fishing within Marine National parks such as Similan and Surin Islands Marine National Parks.

The Phuket Marine Office, Fisheries Department, Department of National Parks, Marine Police and the Thai Navy should use the GPS Tracking System (AIS) to monitor all fishing boats to stop illegal fishing in marine national parks and other prohibited zones along the coast.

Also the TAT Thailand, the Marine Police, the Rangers from Marine National Parks should make the GPS Tracking System (AIS) to be compulsory on all professional transport boats working in the tourism industry such as dive boats on day dive trips or liveaboard dive trips, speedboats, big game fishing boats as it will increase the safety and locate easily any boat in danger to sink and to rescue crew and tourists.

Rangers from Marine National Park may use the the Automatic Identification System (AIS - http://www.imo.org/OurWork/Safety/Navigation/Pages/AIS.aspx ) locator system to monitor all tour and dive boats to know where they are inside the park boundary, to collect entry fees and avoid cheating by fraudsters.

As a point of interest, I host an AIS receiver for the website marinetraffic.com, where anyone can track the location of boats equipped with AIS equipment.

My receiver coverage is currently limited to the Andaman Sea west of north Phuket, but I will be upgrading and extending this coverage very soon.

Vive la Royal Thai Navy, and hopefully they can also bring about a reduction, if not an end, to the illicit fishing practices in areas such as Racha Rai, Racha Noi, Shark Point etc.
