Songkran - an alcohol free holiday? I don't think that works for anyone.
What would work are bans on certain totally stupid practices such as:
1/. the use of & throwing of ice
2/. the use of coloured dyes & powders
3/. the use of high pressure guns
It is supposed to be a fun festival, not the war of attrition that some have turned it into.
Nor does it need to be extended into a multiple day event as in some parts of the country such as Chiang Mai. 1 day is quite sufficient.
