Phuket Business Checks to Tighten Amid 'Stability' Concern

PHUKET: All Phuket businesses are to be asked to supply more detailed information about staff and salaries to the Department of Statistics so a more accurate picture can be drawn of Phuket commerce.

The Director of Phuket's Statistics Office, Suchat Boonchoowit, announced the plan yesterday. His comments coincided with a meeting at Provincial Hall in Phuket City at which concerns were expressed about the ''stability'' of Phuket.

''Stability'' has nothing to do with earthquake rumors. It is the word most commonly used when officials are concerned about immigration and possible social unrest.

Vice Governor Jamleran Tipayapongtada said there was concern that the large number of immigrant workers on Phuket ''could damage Phuket's image.''

As many as 200,000 Burmese laborers are said to work on Phuket, the vast majority of them illegally. Many are known to be asked to pay bribes to officials, but the officials who benefit from the bribes are not those now concerned about ''stability.''

Royal Thai Navy 3 protects security on Phuket and in neighboring Phang Nga but, as in all provinces, the Internal Security Operations Command has a presence. On Phuket, Governor Tri Augkaradacha heads the Phuket Isoc committee.

It is believed some disturbances involving migrant workers at factories in other parts of Thailand may have sparked the desire for increased attention to immigrant labor on Phuket.

A request for Phuket's Burmese workers to stage a concert was recently turned down, the sixth year in a row that a request for a concert has been rejected, says Governor Tri.

Phuket has its own law requiring a curfew from 8pm for migrant workers but the curfew has not been enforced for some years. There was a period when virtually all violent crimes on Phuket were blamed on migrants but Phuket officials eventually came to accept that it wasn't true and allowed the curfew to lapse.

Most of the migrant workers on Phuket are believed to be Mon, and are generally peaceable and highly regarded.

Isoc's presence is far more obvious in Thailand's border provinces where some of the duties normally carried out by police in other provinces are carried out by the Army.

What is the reasoning behind banning the Concert every Year?

Phuket owes a large portion of it's success to Burmese workers and as a fellow Buddhist nation one would expect Thailand and Phuket to recognize this and give them due respect.

No mention of Russians? It is being strongly suggested that Russians are getting preferential treatment, not only with visas, but with work permits and 'relaxed' rules for setting up businesses. This is clearly upsetting those who have toiled legally for years to fulfill the requirements to operate businesses in Thailand.

Even more noticeable are the growing complaints from Thais being squeezed by these burgeoning Russian businesses. That could become a serious matter of social unrest, especially if the respective mafias start to collide head on.
