The body of the Chinese man at Phuket's Kata Noi beach this afternoon

UPDATE Chinese Tourist Becomes Second Recent Drowning at Small Phuket Beach

Friday, September 25, 2015
UPDATING All Day, Every Day

THE CHINESE man has been named as Juana Hunan, 26. His drowning at one of Phuket's safer beaches is likely to spark a review of lifeguard procedures.

Original Report

PHUKET: A Chinese tourist drowned today at Kata Noi, the second death at the small, secluded Phuket beach in little more than six weeks.

The man disappeared into the surf late this afternoon as his girlfriend, who did not swim and stayed on the sand, ran along the beach calling for help, according to a beach worker.

The drowning is likely to prompt a review of the special arrangement at Kata Noi under which the Katathani Phuket Beach Resort took over lifeguard duties in May from the Phuket Lifeguard Service, which patrols all other west coast tourist beaches.

A Korean man was lost in surf at the beach on August 12 and his body was recovered two days later.

He was a guest at the Katathani but the Chinese man who drowned today was staying at the Centara Grand Beach Resort Phuket, which is on Karon beach.

A spokesperson for the Katathani said tonight that a resort security guard warned the Chinese couple not to go swimming when they arrived at the beach on a motorcycle.

Until the first drowning last month, the Katathani had a very good record for tourism safety.

The resort prides itself on taking precautions and informs all its guests at this time of year of the dangers in the monsoon surf.

Under what seemed a good arrangement in May, the resort took over responsibility for patrolling the 850-metre beach.

The deal, approved in a contract with the Phuket Provincial Administrative Organisation, in theory increased the number of lifeguards at Kata Noi and enabled the Phuket Lifeguard Service to divert the lifeguards it had been using at Kata Noi to Karon, a much longer beach.

The body of the Chinese man was taken to Vachira Phuket Hospital in Phuket City.

"The drowning is likely to prompt a review"

A review should be done BY DEFAULT every time.

Perhaps Phuketwan could openly advocate for this if they haven't already.

Kata Noi is my favorite beach in Phuket, and the Katathani a very well run hotel. Sorry to read about the tragic events. No matter how well patrolled beaches are, drownings will occur when people over estimate there abilities in rough/poor conditions.

Too much bravado was probably a factor in the drowning of the Korean man but two drownings at one small beach in a little more than six weeks calls for a review. It may be that the more experienced Lifeguard Service could make some useful recommendations. The main point is that if bravado causes deaths, it must be dealt with - by the lifeguards/rescuers. There is no point at which people can be allowed to drown.

We were staying at the Katathani at the time of the drowning sitting on the beachfront. At the same time this tragic event was occurring a young girl was stranded in the air paragliding after the instructor had fallen off at take off. It was very windy and everyone on the beach ( including the lifeguards) were concerned for the girls safety. When the girl finally came down in the water, in a rip, the lifeguards didn't respond very quickly and it was only when she was finally bought to shore and comforted that we all realised there was a bigger tragedy unfolding down the beach. I think it was a combination of a lot of factors.

I never seen in any country of the world where parasailing entertainment is on offer, that "instructor" goes along with passenger (for what purpose? to allow more manoeuvre and be able to operate the stauff under adverse weather conditions that otherwise would be not possible? ), and that "instructor" being provided with zero safety, just hanging there on.

Of course, accidents with parasail happen in every country of the world where it is on offer, as indeed it quite often doesn't catch a wind and deflate, then you may only hope you will descend into the deep sea, not in a shallow one or on a coast...

Still, no hanging "instructors" anywhere.

The review after every drowning is a good idea - standard practice in other places.

The drowning chain is a flowchart that water safety professionals rely on... basically 4 things need to go wrong for the person in a sequence.

1.Unrestricted access to the hazard.
2.Ignorance of the risk
3.Inadequate supervision
4.The person's inability to cope once in trouble

these are the golden words,as if drowning is not investigated properly we will never learn out of that sad experience.

I never heard that such actions investigation are taking place on Koh Phuket, probably also because of qualified personnel.
But giving the number of tourists and how much they bring into economy, as well that sea and beaches are primary attraction here, there should not be any budgetary constraints about that, it is as to provide good service in a good hotel, one need the reflect also on bad experiences.

@Sue most of the time you speak rubbish but your last comment hit the nail on the head. You clearly have not been in Thailand for many years. The money Phuket receives from tourism and the amount they give back is a joke. EVERY foreigner that dies in Phuket should have an autopsy as clearly most come with money. Even basic things like fresh water showers on the beach....they don't really care.....only about money. Go to a main tourist beach in Australia and not only do they have showers but also free gas burners for Barbeques. Before everyone shouts Australia is a rich country Phuket gets huge revenue so the few beaches it has could also have both. Phuket is tiny compared to Australia. PS. I am not Australian just lived there and hope to go back.

Phuket's standards of facilities fall well below those of some other Thai beach destinations, too. Samui and Prachuap Kiri Kan both provide better for tourists.

YouTube onviously didn't sleep well you are NOT able to distinguish between what I said that there must be no budgetary constraints observed on regard of spending on basic tourist infrastructure like properly safety signage, investigation of drowning etc., as provincial government collect or shouod been able to collect enough tax revenue to serve all these needs:

by law , the province can collect room tax up to 3% of hotel room revenue (not guest houses). The tax rate is 1% now,and half of hotels, as per PW, are not registered province as hotels, hence evafe this tax. Room tax assessment is done by Revenue department, but on
y on regard of those who are registered with province - hence enforcement of registrations falls on the province - but the province doesn't enforce registrations, for years, hence missing a bulk of revenue. On top of that y could if they need to raise the tax rate from the current 1% to up to 3%,that would be nuts for market.

That is what it means that money for spending on basic infrastructure IS there.

You obviously are concerned with a rubbish of your personal produce since you have that conduit linking your lpwer lateral and upper frontal orifices,so detox can't help there.

P.S. you should go counselling and disclose there that you have uncontrollable obsession with telling other people that they are not being in Thailand long enough,as only this brings peace of mind.
