Does anyone in Thailand have a brain with regard to tourist safety

In just 1 week 3 scuba divers did die, 2 Russians, 1 Norwegian. Scuba dive tourists dive with 'dive guides', we call them Dive Master. Dive masters know all the In's and Out's of the scuba dive-sites, make sure the tourist diver get guided well down there. What is happening? Are their skills becoming questionable?

You are merging two distinctly separate cases. And as usual, applying guesswork, probably more appropriately known as kurtwork. Three deaths is three times as sad as one death, but cave diving has never been treated in the same manner as ocean diving. Coincidental, unrelated tragedies would be my conclusion, in the absence of a coroner. More facts need to be revealed.

As an ex DM and MD, Russians are notorious for going well past their limits, in some instances, even paying DM'S to look the other way or take them deeper down.
