I am unsure of how and why the land encroachment is so difficult. All papers are signed by officials. So you know who did the illegal signings.
With technology like Google Earth you can see the encroachment and they also have documents dating back many years, it shouldn't be hard to work out.

Seem the only parasail problem is because it is run by a foreigner.

..and you forget there were a number of exceptions and exclusions for various uses (then converted to ownership)by the law,it is not that NP lands are 100% green. And many agencies and officials involved in a chain of "interpretation".

It's strange that these documents are not " lost" in the Land office.
