Without wishing to be pedantic, because the story was sourced from stuff.co.nz, the official account of the incident is: '11 August 2014, Jet Airways Boeing 777-300ER was flying on the Brussels - Delhi route when the aircraft descended 5000ft in height as the captain was taking a 'controlled rest' and the first officer was focused on her "flight tablet" computer. Turkish air traffic controllers noticed the unauthorized descent and notified the flight crew, who returned the aircraft to its assigned altitude without further incident'.

If the police commander knows the law the question must be asked why the law is not enforced rigorously.

Phuket deserves a transparent police force with laws been maintained at a consistent level.
