"How the crane came to be dangling over the roadway remains a mystery."
Does this mean, the crane driver wasn't around, at the time, the police came to ask?
On picture one, it looks like, the crane came from/ was on private ground.
On picture 3, you can see the reason, for the 'dangling', lots of cables to underpass.
I'm not going to speculate about the speed of the van with tourists, nor the willingness of the driver, to slow down a bit. It's a white van, only some blue letters missing!!

Strange photos, seems to be two cranes involved, which one was involved in the accident? Lucky no major injuries or death. How the crane came to be dangling over the road, well let's try incompetence, stupidity and complete lack of care, I could go on, but I think most readers know what I mean.
