Chinese Bus Crash, Longtail Strike on Swimmer May Lead to Swifter Compensation

PHUKET: Officials on Phuket are trying to win backing for a one million baht fund so that tourists can be compensated quickly in cases where money is needed speedily.

The idea sprang from talks between Phuket Governor Nisit Jansomwong and the Phuket Director of the Tourism and Sport Ministry, Santi Pawai, after the bus crash that killed three Chinese tourists and left several more in hospital on Phuket this week

Khun Santi also visited a German tourist, Rudi Dann, in Bangkok Hospital Phuket. Mr Dann, struck by the propeller of a longtail boat while swimming 60 metres off Karon beach, would be another suitable case. He has just moved out of the hospital's intensive care unit.

''There is a fund for compensation but it can take two or three months for the money to become available,'' Khun Santi said today. ''The governor has suggested asking whether we can have one million baht annually to cover speedy payouts that would be assessed by a committee headed by the governor.''

Another suitable case for compensation would be legless Danish surfer ''Fred'' Aakerlund, 48, who was badly injured in a 'Clockwork Orange' style attack by Patong thugs in January. As a result of his injuries, Mr Aakerlund spent two months in Patong Hospital.

A precedent was set last year for tourists being given help when Antonio Papaleo, an investigative journalist and key witness in a Hong Kong money-laundering investigation, was stabbed by bag-snatchers.

Sports and Tourism met his hospital bill of 100,000 baht for treatment which included removing his spleen. Mr Papaleo went back to Hong Kong and the money-laundering mastermind went to jail.

One million baht? Insurance should be forced to pay quickly.

Compensation is not intended to replace insurance but it's useful for the under insured, too.

It's a sound idea but 1 million baht is not really going to scratch the surface. It needs to be significantly more.

If my memory serves me correctly, very shortly after the Tiger Disco fire, the owners paid 1 million baht each to the families of the 2 Thais killed but nothing to the 2 foreigners. Correct me if I'm wrong.

Some merits to the idea... but to be approved by a committee headed by the Governor sounds like a potentially slow process. And THB1m is nowhere near enough. Needs to be at least THB10m. Hospital bills escalate very very quickly in serious accident cases, and where multiple people are involved in a serious accident (read bus crashes)...

A very good idea but needs to auto-top with at least 1miilion Baht each time as 1mil will not last long with all the injuries and deaths in Phuket. However the sentiment is one of the best I have heard in a long time.

Would it not be more beneficial and cost effective to enforce the existing laws and actually protect swimmers? I.e. No long tail boats allowed anywhere near public beach swimming areas. Sorry, but I see the fund as an empty gesture. Start protecting the public and enforce the laws please.

@Ryan whilst I agree law enforcement is good this is not a priority in Phuket, clearly by the traffic, prostitution laws etc and this is in many why people come here for the "relaxed" atmosphere compared to G20 countries. The real problems only start when you have an "accident" I maintain medical insurance which is very expensive but covers me in and outside of Thailand, also for traffic accident medical expenses.

What is really pathetic about this whole subject, is that the immediate problem that Thai officials move to address is how fast they can compensate/pay off those harmed by crime and by reckless and rampant safety issues. There is no discussion of reigning in the incompatible nature of boats/jetskis and swimmers, nor any discussions of holding these greedy transport companies accountable for ensuring that their vehicles are properly maintained and being driven by responsible and well-trained drivers.
