Another Swimmer Struck by Jet-Ski: French Tourist Faces Huge Bill, Riding With No Licence Charge

PHUKET: Another tourist has been struck by a jet-ski, officials reported this afternoon, as a young tourist faces a charge of riding a jet-ski without a licence and a hospital bill of up to 500,000 baht over an earlier incident.

Frenchman Chadd Attardi, 20, has to pay between 400,000 baht and 500,000 baht in compensation for being the rider of a jet-ski that struck German Erick Heim, 55, at Paradise beach, south of Patong, on February 28.

''The young man has been bailed by Phuket Provincial Court,'' the Deputy Superintendent of Kathu Police Station, Colonel Anukul Nuket said today. ''But he has asked the court to reduce the amount of compensation that he is being told to pay.''

Colonel Anukul said that Mr Attardi had been charged with riding a jet-ski without a licence - an unusual charge because all tourists on Phuket who ride jet-skis are unlicenced - and of reckless riding that endangered others.

Mr Heim is recovering after being discharged from Bangkok Hospital Phuket in Phuket City but life-saving treatment in the intensive care unit is thorough and expensive.

Today Phuket Tourism and Sport director, Santi Pawai, told Phuketwan that a second incident had occurred involving injuries to a German swimmer's head, this time off Naka island, a day-trip destination close to Phuket.

Khun Santi was at Naka island investigating complaints that tourists looking to relax there were being pestered by jet-ski riders shouting out for customers.

Naka island did not have jet-skis until use of them there was approved by Phuket Marine Office 5 chief, Phuripat Theerakulpisut.

Critics of the jet-skis say that far from being independent and imposing penalties on jet-ski operators who break the rules, Khun Phuripat has supported the expansion of the dangerous polluting machines to more and more beaches on and around Phuket.

Phuketwan is awaiting confirmation of the Naka crash involving a German tourist struck in the head by a jet-ski.

Given the current arrangements for toleration of jetskis (or lack of enforcement thereof), when you think about it, this is in fact totally outrageous.

All those jet-ski riders without licenses is certainly outrageous. If they all had licences, swimmers might be safe. If they haven't got licences, why are the jet-skis permitted?

So what licence is needed? Because if it's not a car/bike licence pretty much every single renter is breaking the law

Another final warning should solve this then..

Incidentally we should fully support the fining of unlicensed jetski riders.. And ask the police to go the water every day and enforce the law.

I mean, the police clearly see it as a crime, they are not motivated to ignore criminal behavior are they ??

Why dont they charge the Jet skis boys with renting to an unlicensed rider

compensaation is fair enough, the guy he hit has had his holiday ruined and probably his family to

If they will start to enforce a law that jet-ski pilot should have license, it, surely, will kill the business, so they will not.

They will only enforce it in the cases like de rubes above - where , to my understanding, a major fault is lying with MO5, that haven't issued detailed admin. regulation on rules governing jet ski use along Phuket beaches : what are the duties of pilot, owner, operator , also in regard what information they should pass to a pilot about navigation, and , of course, detailed navigation rules - this all is not regulated at all.

Because if we remove that allegation that French pilot riden a jet ski without a licence, what law is left to enforce ? Non-existing MO5 regulation on jet ski conduct?


They really are covering their lateral parts.

The death of a wealthy swimmer and the resulting lawsuits would quickly expose the problems with a system structured for profit-takers and scammers.

I'm willing to bet that not any one person riding a jet ski has a license...therefore, can the police start arresting every single jet ski rider? Or for that matter, can the police arrest the renter of the jet ski for being libel as well?...(not a chance)

It is difficult to add anything to the subject that has not been said umpteen times already.

I can come to no other conclusion than the fact that Marine Office 5 has zero interest in protecting anything but the income of the Jet-Ski operators.

If you give keys to you car to driver you know is intoxicated, you will be partially liable for whatever he/she may cause.

Equally the Jet-Ski operators should be liable for any damage caused by a rider they allow to use their machines who do not have the proper license.

That is, in a country where there is justice and fair law enforcement, respect for human (even foreign) life.

Jet-skis drives without valid legal "High-speedboat" liscence (in Many European countries already demanded since over 25 years. And the theory and test are really serious. The don't ask for or check liscence at all and they give no clear notice about this to tourists. This might be a good way to get ride of these dangerous "toys". A perfect legal "escape", similar to those that rent out motorbikes to people without licences. The operators claim they have done nothing wrong, and the law in some twisted way focuses on those without the licence, never those who have rented out the machine in the first place. The law doesn't allow for commonsense but I still hope that one day, someone, even just one person with some authority, applies some commonsense.

Ive said it before, id prefer the jetski guys to carry out their threat to turn to street crime instead, at least then I can give them my wallet 'before' me or my family get hit in the head.

He approved and permitted more unbelievable well here's a result of that permission more life threatening incidents more deaths and more negative publicity for Phuket

They are illegal and as my Thai friends says "ok to use but no if have accident" same psychology very Thai, all will be ok but if not big problem. Everyone hopes it won't be them. What about countless, Thai and foreigners that drive motorbikes with no license and most of the small 110C have no damage insurance only if lucky the basic medical insurance if the tax is paid every year.
